Quick answer
The Underwing Moth's power is hidden flash. You do not have to display your strongest signal all the time. This interpretation is grounded in real behavior: Catocala Underwing Moths rest with cryptically patterned forewings covering their often brightly coloured hindwings. When disturbed the hidden hindwings are suddenly exposed in flight, creating a striking visual change, before disappearing underneath the forewings again when the moth lands.
